Résumé

Dans cet article, il s’agit d’interpréter les nombreuses évolutions intervenues depuis quelques années dans les politiques publiques et les modalités de prise en charge des jeunes considérés comme déviants ou inadaptés, dans les secteurs du handicap, de la délinquance juvénile, de l’aide sociale, de la santé mentale en France. Les changements convergent vers un objectif de gestion des risques plutôt que de réhabilitation des jeunes. Mais ils produisent également une plus grande indétermination dans les parcours de prise en charge et une porosité des frontières entre des secteurs d’intervention classiquement distincts. D’où la nécessité de développer une sociologie adaptée à la nouvelle situation historique, « a-sectorielle » et centrée sur les processus d’orientation.

Abstract

The purpose of this paper is to interpret the numerous changes that have occurred over these last few years in public policies and modes of juvenile deviance management in France. These changes concern the areas of delinquency, disability, social welfare and mental health. They are oriented towards risk management target rather than youth rehabilitation. However, they also generate indecisiveness in the course of care and porous frontiers between conventionally separate domains of intervention. A sociology must therefore be developed that is better fitted to the new historical situation, focused on orientation processes rather than on a sectorial approach.
